About Personal Document Apostille Services
A personal document apostille is a certificate issued by the Ministry of External Affairs (MEA) that confirms the signature and seal on an Indian personal (non-educational) document – such as a birth or marriage certificate, an affidavit or a police clearance certificate – so it is accepted in Hague Apostille Convention countries. Before MEA, the issuing state's designated authority usually verifies the document.
Reliable Attestation is a private facilitation service in New Delhi. We do not issue apostilles – only MEA does – and we are not a government office. Our personal document apostille work brings together documents that each follow slightly different paths: certificates issued by registrars, papers you sign yourself before a notary, court records, and certificates issued by the passport office or police. This page explains how each type reaches MEA, which countries accept the result, and where personal document attestation and embassy legalisation are needed instead.
The Hague Apostille Convention applies to public documents. In everyday terms, that covers certificates issued by government offices, documents from courts, documents signed before a notary, and official certificates placed on private papers. Most personal records fall into one of these groups, which is why they can carry an apostille.
A personal document apostille confirms three things: that the signature on the document is genuine, that the person who signed it held the office they claim, and that the seal belongs to that office. It does not confirm that your birth date is correct, that your marriage is valid in the foreign country, or that an affidavit is true. Those questions remain for the receiving authority.

We ensure every step is handled accurately, securely, and in full compliance with government and embassy guidelines.

What Is a Personal Document Apostille?
The Hague Apostille Convention applies to public documents. In everyday terms, that covers certificates issued by government offices, documents from courts, documents signed before a notary, and official certificates placed on private papers. Most personal records fall into one of these groups, which is why they can carry an apostille.
A personal document apostille confirms three things: that the signature on the document is genuine, that the person who signed it held the office they claim, and that the seal belongs to that office. It does not confirm that your birth date is correct, that your marriage is valid in the foreign country, or that an affidavit is true. Those questions remain for the receiving authority.
MEA's own guidance lists personal documents such as birth, death and marriage certificates, affidavits and powers of attorney among the documents it apostilles, and says it legalises documents on the basis of the signatures of designated authorities of state governments and union territories. That second point explains why a state step usually comes first.
Which Personal Documents Can Be Apostilled?
Personal documents reach MEA in four different ways, depending on who issued or signed them. The table groups the documents we handle most often.
| Group | Examples | How it reaches MEA |
|---|---|---|
| Civil-registration certificates | Birth, death and marriage certificates; single-status or no-marriage certificates | Issuing registrar → state Home / GAD / designated authority → MEA |
| Documents you sign | Affidavits (including name-change affidavits), powers of attorney, declarations | Signed before a notary or authority → state verification → MEA |
| Court records | Divorce decrees, adoption orders, succession certificates | Certified copy from the court → state route confirmed per document → MEA |
| Central government certificates | Passport-office police clearance certificate | Usually direct to MEA – confirmed per file |
| State police certificates | State-police PCC (for example, Delhi Police) | State pre-authentication → MEA |
| Other official certificates | Residence, nativity or income certificates; medical certificates from government hospitals; driving licences | Route confirmed per document and state |
Some personal records are rarely needed abroad in apostilled form – identity cards, bank statements, salary slips. If a receiving office asks for one, we check whether an apostille is the right tool at all, or whether a certified copy, a notarised translation or a letter from the issuer is what it really wants.
Public and Private Documents: Why Some Need a Notary First
An apostille can only be placed on a public document. Most personal records already are one: a birth certificate is signed by a registrar, a divorce decree by a court, a passport-office PCC by a passport officer. Others start life as private papers – an affidavit you write, a power of attorney you sign, a declaration a foreign office asks you to make. Those become public documents only when a notary or another authorised officer witnesses your signature.
That is the real reason the notary step exists. It is not a general first step for every document; it is the step that turns your own signature into something an official can verify. Once a notary has signed and sealed the document, it follows the same route as any other personal document: the state authority verifies the notary's signature, and MEA verifies the state authority's.
A few practical points follow from this:
- A registrar-issued certificate does not need a notary, and adding one does not help.
- An affidavit or power of attorney that has not been notarised cannot go to the state step.
- Some states register notaries' signatures with the verifying office; Goa's August 2026 SOP, for example, requires the notary's signature to be registered with the document issuing authority before pre-authentication.
- If you are already abroad, your signature may need to be witnessed at an Indian mission instead of by a notary in India.
Personal Document Apostille vs Educational and Commercial Documents
The word "personal" matters because it decides the state office. Getting this wrong sends a file to the wrong department.
| Document family | State-level step | Example |
|---|---|---|
| Personal (non-educational) | Home Department, GAD or designated officer; Norka Roots for Kerala; SDM level for Delhi personal documents | Birth certificate, affidavit |
| Educational | University or board, then the state education / HRD department | Degree, marksheet |
| Commercial | Chamber of commerce | Certificate of incorporation, board resolution |
A non educational document apostille is simply another name for this first group – it is the term Norka Roots and several state offices use. If you have a mix of documents, each one follows its own family's route, even if they all end at the same MEA counter.
How Does the Personal Document Apostille Process Work, Step by Step?
- 1Destination check. You share scans and tell us the country and purpose. We confirm whether it accepts an Indian apostille or needs attestation and embassy legalisation.
- 2Document review. We check each document's type, version, names, dates and condition, and who issued or signed it.
- 3Preparation. Older certificates may need a computerised reissue; affidavits and powers of attorney need correct wording and signing; court records need certified copies.
- 4Collection. Originals reach our New Delhi office by pickup or courier and are logged on arrival. For Kerala certificates, the Norka Roots route is explained separately.
- 5State verification. The issuing state's designated authority verifies each document – Home Department, GAD, the SDM level for Delhi personal documents, or Norka Roots for Kerala.
- 6MEA apostille. Documents are submitted through MEA's authorised outsourced service providers, and MEA adds an apostille with a unique number to each one.
- 7Return. Your documents come back with a short note on each stamp and how the receiving office can verify it.
Document-by-Document Notes
Birth Certificates
The certificate should be a computerised copy issued by the municipal or panchayat registrar, with the child's name entered. Older hand-written certificates are more likely to be questioned; Norka Roots notes that hand-written certificates are not attested by the UAE Embassy. For children's certificates, keep both parents' passport copies ready – Norka lists them for minors' certificates.
Marriage Certificates
Use the registration certificate from the marriage registrar or sub-registrar, not a certificate from a place of worship. Both spouses' names should match their passports. Marriage certificates have their own page because spouse-visa rules add several country-specific points.
Death Certificates
Death certificates are often needed for inheritance, bank or insurance matters abroad. Norka Roots lists the deceased's passport copy and the legal heirs' passport copies among the documents for Kerala files, and other states and embassies often ask for similar papers. We handle these files calmly and confidentially, and suggest speaking with a lawyer abroad about any legal question on inheritance.
Divorce Decrees
A divorce decree is a court record. Use a certified copy from the family court that passed the decree. The verification route for court documents is confirmed per state, because it does not always follow the same path as municipal certificates. For questions about recognition of a divorce abroad, please consult a lawyer.
Single-Status Certificates
Needed when you plan to marry abroad. The issuing authority varies by state, and some receiving offices accept an affidavit of single status instead. Ask the foreign registrar which form it wants before you obtain anything.
Affidavits and Powers of Attorney
These are documents you create, so they become public documents through notarisation or execution before an authority. They are then verified at the state level and apostilled by MEA. The wording should match what the receiving office expects; for the legal content of a power of attorney, a lawyer should advise. If you are already abroad, a power of attorney may need to be signed at an Indian mission instead.
Police Clearance Certificate
A police clearance certificate is the one personal document with a short shelf life. India does not fix a validity period; the receiving country decides how recent it must be. Most immigration checklists want the passport-office PCC, which you apply for through Passport Seva and which usually goes to MEA directly. A state-police PCC generally needs state pre-authentication first. Because timing matters so much, PCCs have their own page.
Adoption and Guardianship Documents
Adoption orders and guardianship papers are court or authority records, and they are often needed when a family moves abroad with a child. Use certified copies from the court or the issuing authority, and expect the receiving country to have its own rules about recognising an Indian adoption. We handle these files with particular care and confidentiality; for questions about recognition abroad, please consult a family-law specialist in the destination country.
Medical Certificates
Medical certificates are sometimes requested for visas, studies or employment. Whether one can carry a personal document apostille depends on who issued it – a certificate from a government hospital or a registered medical practitioner may follow a different verification route from a private clinic's report. We confirm the route, or whether the receiving office will accept a medical report issued in its own country instead.
Residence, Nativity and Other State Certificates
Certificates issued by revenue or local authorities – residence, nativity, income or similar – are occasionally asked for abroad. They are public documents, so a personal document apostille is possible, but receiving offices rarely need them. Check the checklist before obtaining one.
Names, Records and Corrections
Personal documents are where name differences surface. A missing initial, a surname adopted after marriage, a child's name added to a birth certificate years later, or a spelling that differs between documents can each stop a file at the state counter or at a foreign office.
The usual fixes are:
- A correction by the registrar, for errors in a birth or marriage certificate.
- A gazette notification of change of name, where the name itself has changed.
- A name-change affidavit, notarised and then apostilled like any other affidavit.
Which one a receiving office accepts depends on that office, so we ask before choosing. Making the correction before the state step is far easier than discovering the mismatch abroad.
Older Records and Records That Cannot Be Found
Some records are hard to obtain at all. A birth may have been registered late, an old register may be damaged, or no record may exist. Where a registrar cannot find a record, it may issue a non-availability certificate. Whether a receiving office abroad accepts it – usually with supporting documents such as an affidavit or school records – depends entirely on that office, so ask before relying on one.
For records that exist but are old, a fresh computerised copy from the registrar is usually the best starting point. It is easier to verify, less likely to be questioned, and avoids the problems hand-written certificates cause, especially for the UAE.
Who Verifies Personal Documents in Each State?
The state where the document was issued decides the office, not the state where you live now.
| Where the document was issued | State-level step for personal documents | Notes |
|---|---|---|
| Kerala | Home Department through Norka Roots | Kerala-issued certificates only; online registration and slot booking, original submitted at a Norka centre |
| Delhi | SDM level for personal documents | Confirmed per file; never used for degrees |
| Goa | Under Secretary (Home-II), per the August 2026 SOP | MEA has authorised the RPO Goa to issue apostilles on public documents in Goa |
| Tamil Nadu | State verification; the NRT Commissionerate lists verification of birth and marriage certificates | Confirmed per file |
| Maharashtra | Department concerned at Mantralaya | Confirmed per file |
| Other states | Home Department, GAD or a designated officer | Confirmed per file |
| Documents on e-Sanad | Issuing authority and state GAD verify online | Only where the issuing authority is connected |
Which Countries Accept a Personal Document Apostille?
| Destination | What applies | Points to note |
|---|---|---|
| USA, UK, Canada, Australia, New Zealand | MEA apostille where asked | Many immigration systems accept certificates as issued; check the checklist first |
| Spain, Italy, France, Netherlands, Portugal, Poland | MEA apostille | Sworn translation in the destination country is common |
| Saudi Arabia, Oman, Bahrain | MEA apostille | Saudi Arabia has been a Convention member since 7 December 2022 |
| UAE | MEA attestation, then one online application for the UAE Embassy and UAE MOFA | Not a Convention member; laminated documents are not attested |
| Qatar, Kuwait | MEA attestation, embassy, then the foreign ministry | Not Convention members |
| Germany | No apostille effect | A German authority requests verification through the German mission |
| China | MEA attestation and Chinese Embassy legalisation | Convention not in force with India |
Germany: Not an Apostille Country for Indian Documents
Germany lodged an objection to India's accession to the Convention, so the Convention does not apply between the two countries, and Germany also does not legalise Indian public documents. Where a German registry office or immigration office needs to rely on an Indian birth or marriage certificate, it asks the German mission in India to verify it. The German Embassy explains that private individuals cannot start this check themselves and that it usually takes about two to four months.
Personal Document Attestation for Non-Hague Countries
When the destination is outside the Convention, the same personal documents follow the attestation route instead: state verification, MEA attestation, then the destination's embassy and, in the Gulf, its foreign ministry. For the UAE, the embassy and MOFA steps are combined into one online application after MEA, and the attested document is emailed. The UAE government portal also lists an attested marriage certificate, in Arabic or translated into Arabic by a certified translator, for sponsoring a wife.
The documents are the same; only the last steps change. That is why we always confirm the destination before starting – an apostille obtained for the wrong country cannot be converted into an embassy legalisation.
For Qatar and Kuwait, the embassy step happens in India and the foreign-ministry step usually follows after arrival, so keep the originals with you when you travel. For family visas in these countries, the marriage certificate and children's birth certificates are typically needed together, so we plan them as one set from the start.
One Document, Several Uses
People often need the same personal document for more than one purpose – a birth certificate for a residence permit now and for citizenship later, or a marriage certificate for two different countries. A few points save repeated work:
- One apostille per document, accepted in every Convention country that recognises Indian apostilles. An apostilled birth certificate can be used in Spain and in Canada, provided each office accepts its age.
- Different routes for non-Hague countries. A document legalised for the UAE is not valid for Qatar; each needs its own embassy legalisation.
- Second originals. If two countries will each keep a copy, ask the registrar for two certified copies at the start, so both chains can run at once.
- Recent copies. Some offices want certificates issued recently, even for records that never change. Check before reusing an older apostilled copy.
Planning these uses together is usually cheaper and quicker than starting a fresh file each time a new office asks.
Planning a Family Set of Personal Documents
Most personal document apostille files belong to a family move: a spouse visa, children joining a parent, or a whole family relocating. The documents are different, but they should be planned together.
| Family member | Documents usually needed | Points to check |
|---|---|---|
| Main applicant | Police clearance certificate; sometimes birth certificate | PCC timing against the application date |
| Spouse | Marriage certificate; sometimes birth certificate and PCC | Names and surnames across certificate and passports |
| Children | Birth certificates | Name entered, computerised copy, parents' passports |
| Either spouse, if previously married | Divorce decree or former spouse's death certificate | Certified court copy; confidential handling |
Each document carries its own chain of stamps, but they can move side by side. When the set is planned together, the family is ready at the same time instead of waiting on the last document.
How Long Does a Personal Document Apostille Take?
For a personal document apostille, the issuing office and the state step take most of the time. These are indicative only; our team shares an estimated timeline after reviewing your documents.
| Stage | What decides the time | Indicative pace |
|---|---|---|
| Destination and document check | How quickly you share scans | Usually the quickest stage |
| Reissue, new registration or certified court copy | The issuing office or court | Can be the longest delay |
| Notarisation (affidavits, POAs) | Your availability to sign | Usually quick |
| State verification / Norka slot | Department workload, holidays | Often the least predictable stage |
| MEA apostille | Volume at the counter | Generally steady once complete |
Questions to Ask the Receiving Office
The receiving office often knows exactly what it will accept, but only says so when asked. Before obtaining or apostilling anything, check in writing:
- Which personal documents do you need, and for which family members?
- Do you need them apostilled, or will you accept them as issued?
- Do you accept computerised copies of older certificates?
- Must they be translated, and by whom?
- How recent must the police clearance certificate be?
Forward the reply to us as it is; the exact wording is usually more useful than a summary.
Families and Individuals Already Abroad
Many people start their personal document apostille after they have already moved. The documents are still verified in India, so someone has to handle the originals here. There are three practical ways:
- A family member in India holds the originals and hands them over for pickup or sends them by courier.
- You send the originals by tracked courier to our New Delhi office; we log them on arrival and confirm receipt.
- For Kerala certificates, a nominee submits them at a Norka Roots centre on a booked slot; we take over for the MEA step.
An authorisation letter signed by the document holder, with a passport copy, is usually enough for someone else to act. Documents that must be newly signed – a power of attorney or an affidavit – may need to be executed at the Indian mission where you live, so check that first. When the apostille is complete, documents can be couriered to you abroad or kept for a family member to collect.
Three Typical Situations
These are illustrative examples based on common requests; names are changed and details simplified.
A family relocating to Canada
Vikram, his wife and two children are moving to Canada. Their immigration checklist asks for birth and marriage certificates and police certificates, and says which ones need translation. We read the checklist first: for this application, certificates are accepted as issued, with no apostille required. We help them get computerised copies and plan the PCC timing instead – saving four apostilles nobody had asked for.
An heir settling an estate in Spain
Lakshmi's father, who owned a flat in Spain, has passed away. The Spanish notary asks for an apostilled death certificate, an apostilled birth certificate showing her relationship, and a sworn Spanish translation. Both certificates were issued in Tamil Nadu, so they follow Tamil Nadu's state route before MEA. We handle the file quietly, and suggest she ask a Spanish lawyer about the succession itself.
A power of attorney for property back home
Rahul lives in Portugal and needs his brother in India to act for him on a property sale. The Indian lawyer prepares a power of attorney; because Rahul is abroad, it is signed at the Indian mission there. Separately, a power of attorney signed in India by his mother for her own bank in Portugal is notarised, verified by the state and apostilled by MEA. Two powers of attorney, two different routes – planned at the start.
Common Mistakes With Personal Document Apostilles
- Sending documents to the wrong state. The issuing state decides the route.
- Mixing personal and educational routes. A birth certificate does not go to the HRD department.
- Starting every document with a notary. Only signed documents such as affidavits need one.
- Using hand-written or laminated certificates. Ask the registrar for a fresh computerised copy.
- Apostilling for the UAE, Qatar or Kuwait. They need attestation and legalisation.
- Apostilling for Germany. An Indian apostille has no legal effect there.
- Obtaining the PCC too early. It may be too old by the time you submit.
- Apostilling documents nobody asked for. Read the checklist first.
What a Personal Document Apostille Does Not Do
It helps to be clear about the limits. A personal document apostille does not:
- Confirm that the contents of the document are true – only that the signature and seal are genuine.
- Make a marriage, divorce or adoption legally recognised in the destination country; that is for the foreign authority to decide.
- Extend the life of a police clearance certificate or change its issue date.
- Translate the document into the destination's language.
- Work for documents issued outside India, or in countries outside the Convention.
Knowing these limits early lets you plan translations, legal advice and other parts of your application alongside the apostille.
Translation and Verification
Many destinations require a translation of personal documents – a sworn translation in parts of Europe, Arabic in the Gulf. In most cases the translation is done after the apostille or legalisation, often by a certified translator in the destination country. We tell you who should translate and when.
Every MEA apostille carries a unique number. MEA keeps an e-Register on its e-Sanad platform where apostilles and attestations can be retrieved by number, so receiving offices can check them. UAE digital attestations carry a reference number for UAE MOFA's verification portal.
Safe Handling and Confidentiality
Personal records include sensitive details, and some files concern bereavement, divorce or legal matters. While your originals are with us, they are logged on arrival, kept in our office and released only to you or a person you authorise in writing. We keep scans for the file and share them only with the offices involved. We never ask for more personal detail than the route requires.
When Your Documents Come Back: What to Check
Before you hand an apostilled document to a foreign office, check it:
- The MEA apostille is present on each document, with its unique number visible.
- The state verification stamp, where required, is present.
- Names and dates match your passport and the document.
- Pages are intact; do not remove staples or add anything to an apostilled document.
- For a police clearance certificate, the issue date still leaves time before your submission.
- Scans of every final document, front and back, are saved.
If anything looks wrong, contact us before the documents leave India.
Documents and Details to Keep Ready
- Originals of each certificate, or certified copies from the issuing authority or court.
- A copy of your passport, and of each family member's passport where their documents are included.
- For children's certificates, both parents' passport copies.
- For death certificates, the deceased's and legal heirs' passport copies.
- For affidavits and powers of attorney, the signed and notarised document.
- The destination country, purpose and the receiving office's checklist.
Pre-Submission Checklist
- Each document's family (personal, educational, commercial) and issuing state are identified.
- Names and dates match across documents and passports.
- Certificates are computerised, not laminated and not damaged.
- The destination accepts an Indian apostille, or the attestation route is planned instead.
- The PCC, if any, is timed for the submission date.

Personal Document Apostille for Use Abroad
Reliable Attestation helps individuals and families prepare Indian personal documents for use in other countries. A personal document apostille is a certificate issued by the Ministry of External Affairs that confirms the signature and seal on a non-educational document – a birth, marriage or death certificate, a divorce decree, a single-status certificate, an affidavit, a power of attorney or a police clearance certificate – so that it is accepted in Hague Apostille Convention countries. Before MEA, the issuing state's designated authority usually verifies the document.
Each kind of document reaches MEA in its own way. Certificates from registrars go to the state's Home Department, General Administration Department or designated officer; in Kerala the channel is Norka Roots, which uses the term non educational document apostille for this group, and in Delhi personal documents are verified at the SDM level. Affidavits and powers of attorney are notarised first. Divorce decrees and adoption orders start with a certified copy from the court. A police clearance certificate issued by the passport office usually goes to MEA directly, while a state-police certificate generally needs state pre-authentication; India does not fix a validity period, so the PCC is timed for your submission date.
Every personal certificate apostille confirms the signature and seal, not the contents, and it works only in countries that accept Indian apostilles. The USA, UK, Canada, Australia, Saudi Arabia, Oman, Bahrain and most of Europe fall into this group, although many immigration systems accept certificates as issued, so we read your checklist first. Germany does not recognise Indian apostilles, and China needs MEA attestation and Chinese Embassy legalisation.
For the UAE, Qatar and Kuwait, the same documents follow personal document attestation instead: state verification, MEA attestation and embassy legalisation, followed in the UAE by its online Embassy and MOFA attestation. An apostille obtained for the wrong country cannot be converted, which is why we confirm the destination before any document moves.
Families usually need several documents at once. We plan birth, marriage and police certificates as one set, so names and dates stay consistent and every member is ready at the same time. Death, divorce and adoption documents are handled calmly and confidentially; for legal questions, we suggest speaking with a lawyer in the destination country.
