ITI & Technical Certificate Attestation

Technical certificate attestation is the chain of official stamps that makes an Indian ITI or other technical certificate acceptable abroad: the Indian authority that recognises the issuer's signature, then the Ministry of External Affairs (MEA), then the destination embassy for countries such as the UAE, Qatar and Kuwait. For Apostille Convention countries such as Saudi Arabia, an MEA apostille replaces the embassy step.

Overview of ITI & Technical Certificate Attestation in India

Reliable Attestation is a private facilitation service in New Delhi. ITI certificate attestation is different from degree attestation in three ways: the certificate may be national (NCVT) or state (SCVT); many recent certificates are digital and can be checked online; and some destinations, such as Saudi Arabia, also test the worker's skills separately. We plan all three before your certificate moves. We are not an ITI, a training council, a state department, MEA or an embassy, and we have one office, in New Delhi. An ITI certificate or other technical qualification is signed by an official of the body that issued it – a national or state training council, a board, or an institute. Employers and immigration offices abroad cannot check that signature. Technical certificate attestation builds a chain of official confirmations: an Indian authority that recognises the issuer, then MEA, then – for countries outside the Apostille Convention – the destination embassy and, in the Gulf, its foreign ministry.

What Is Technical Certificate Attestation?

An ITI certificate or other technical qualification is signed by an official of the body that issued it – a national or state training council, a board, or an institute. Employers and immigration offices abroad cannot check that signature. Technical certificate attestation builds a chain of official confirmations: an Indian authority that recognises the issuer, then MEA, then – for countries outside the Apostille Convention – the destination embassy and, in the Gulf, its foreign ministry.

The chain proves the document is genuine. It does not prove that you can do the job. For trades, that question is increasingly answered separately – by trade tests at the employer, or, in Saudi Arabia, by the Skill Verification Program. Legalisation and skills testing are two different steps, and many workers need both.

Which Technical Certificate Do You Have?

The type of certificate decides the authority before MEA. A national certificate and a state certificate for the same trade can follow different routes.

NCVT, SCVT and e-Certificates

NCVT certificates

National Trade Certificates are issued under the national council for vocational training, administered by the Directorate General of Training. Many recent certificates are generated through the NCVT MIS portal, which offers an e-certificate verification option where an employer can enter the certificate number and see its status. For legalisation, we confirm the current route for your document before the original or printout moves.

SCVT certificates

State council certificates are issued by the state, and students usually download them from state systems. These follow the state's own route, through its technical education, labour or skill department. The office differs between states, which is why we confirm it per file.

e-certificates and printouts

Digital certificates raise a practical question: will the authorities in the chain act on a printout? Some employers are happy with online verification and do not need legalisation at all. Where legalisation is required, we confirm how the relevant authority handles e-certificates before you print or send anything.

Kerala

For Kerala-issued certificates, Norka Roots notes that provisional NTC certificates are valid for two years from the date of issue, and its Certificate Authentication Centres authenticate certificates issued by institutions in Kerala.

ITI Certificate Apostille or Attestation: Which Do You Need?

DestinationWhat your trade certificate needsAlso plan for
Saudi ArabiaApostille from MEASkill Verification Program test for many trades
Oman, BahrainApostilleEmployer trade tests – confirm
UAEAttestation, then UAE online Embassy + MOFAEmployer checks; permit job title

KuwaitAttestation, Kuwait Embassy, then ministry in KuwaitConfirmed per file
Malaysia, ChinaAttestation and embassy legalisationNot Convention parties with India
Europe and elsewhereApostille, if the employer or authority asksRecognition or skills assessment

For ITI certificate apostille attestation, the destination alone decides whether an apostille or attestation is needed. The authority step before MEA is the same either way.

Why ITI Files Need a Different Plan

Degree files are mostly about the right state and the right embassy. Trade files add three questions that degree files rarely raise. First, is the qualification national or state, paper or digital? Second, will the employer accept online verification instead of legalisation? Third, does the destination test the worker's skills separately, as Saudi Arabia does for many trades? Answering these at the start avoids the two most common outcomes we see: legalising a document the employer never needed, or arriving at the skill test without the legalised papers the visa still requires.

Trade Workers Moving to Europe and Elsewhere

Some European countries recruit skilled trade workers through national work-permit schemes, especially in construction, manufacturing and transport. Requirements differ: some immigration or labour authorities want the trade qualification apostilled and translated, others rely on the employer's checks or on a skills assessment in the destination. Germany is an exception for apostilles, because it objected to India's accession; German authorities recognise foreign vocational qualifications through their own recognition process. Ask the employer which documents the permit application needs before starting anything.

Saudi Arabia's Skill Verification Program

Saudi Arabia runs a Skill Verification Program with India through the National Skill Development Corporation (NSDC) and its Saudi partner Takamol. According to NSDC, candidates take a competency-based exam – theoretical and practical – at accredited testing centres in India, with a formal rollout agreed on 15 May 2023 after a pilot. Press reports in June 2023 described the test as compulsory for Indian workers in a list of trade categories, including building electricians, plumbers, welders and pipe fitters, before employment visas are endorsed.

What this means for your documents:

  • The test does not replace legalisation. If your employer needs your ITI certificate legalised, Saudi Arabia accepts the MEA apostille.
  • Legalisation does not replace the test. An apostilled certificate will not exempt you from the skill test if your trade is covered.
  • Plan both. Book the test through the official channel your employer or recruiter gives you, and start the document's apostille at the same time.

Trade lists and rules change, so confirm the current requirement for your trade with your employer before you travel. If your recruiter cannot tell you whether your trade is covered, ask for the employer's written confirmation, because test slots and legalisation both take time to arrange.

How ITI Certificate Attestation Works With Us

  1. 1Route check. You send a scan of your certificate and passport and tell us the country, employer and trade. We confirm apostille or attestation, and whether a skill test applies.
  2. 2Certificate check. We identify whether it is NCVT, SCVT, NAC or another type, paper or digital, and the authority before MEA.
  3. 3Online check. We look at whether the employer will accept online verification instead of legalisation.
  4. 4Document review. We check your name, trade name and year against your passport.
  5. 5Authority step. The document goes to the authority that applies to its issuer, or through Norka Roots for Kerala.
  6. 6MEA. The document receives an MEA apostille or attestation through MEA's authorised collection channel.
  7. 7Embassy and foreign ministry. For the UAE, the online Embassy and MOFA application follows; for Qatar and Kuwait, their embassies.
  8. 8Return. Your certificate comes back with a note of every stamp.

Technical Certificate Attestation for the Gulf

UAE

After MEA attestation, one online application on the UAE Ministry of Foreign Affairs website, made with UAE PASS, covers the UAE Embassy in New Delhi and UAE MOFA. An approved provider collects the original and the attested document is emailed with a reference number. The UAE does not attest laminated documents.

Related Verification Guides:

Qatar

Qatar's foreign ministry requires qualifications issued outside Qatar to be attested by its mission in the issuing country – for an Indian certificate, the Qatar Embassy in India, after MEA.

Related Verification Guides:

Kuwait

After MEA attestation, the Kuwait Embassy legalises the document and the final ministry step is usually completed in Kuwait.

Related Verification Guides:

Oman and Bahrain

Both accept the MEA apostille. Employers may run their own trade tests.

ITI Certificate Attestation for Construction and Facilities Roles

Construction, facilities management and maintenance companies are among the biggest employers of ITI-trained workers abroad. They often hire in batches, through agencies, with a fixed mobilisation date. In these files, ITI certificate attestation needs to be planned alongside medical tests, visa stamping and, for Saudi Arabia, the skill test. A missing stamp can hold back a worker while the rest of the batch travels. Send us the mobilisation date and the agency's list, and we will tell you honestly whether the timeline is realistic and what to start first.

Skill Certificate Attestation: What Can and Cannot Be Legalised

Many workers hold certificates from short skill-training programmes, sector skill councils or private training providers, alongside or instead of an ITI certificate. Skill certificate attestation is possible only when the document is a public document that an Indian authority can recognise, or when it can be treated as a private document through notarisation and the state step. Some certificates fall into neither category. In practice, employers abroad often accept skill-training certificates as copies, or verify them online, and want only the main trade certificate legalised. Ask before you start.

Technical Education Certificate Apostille for Other Qualifications

Not every technical qualification is an ITI certificate. Polytechnic diplomas, certificates from state boards of technical education and certificates from technical institutes are also common in trade and technician files. A technical education certificate apostille for these follows the issuing body's route – usually the state technical education authority – and then MEA. Our diploma page covers polytechnic and board diplomas in detail.

Related Verification Guides:

Experience Letters for Tradespeople

For trades, employers abroad often care as much about experience as about the qualification. Experience letters are private documents issued by employers, so they follow a different route – typically notarisation and the state authority's step before MEA, confirmed per state. Many employers accept them without legalisation. Each letter should be on the employer's letterhead, signed, stamped and dated, with your name exactly as in your passport, and should state your trade, role and dates clearly.

Gulf Trades: What Employers Usually Ask For

TradeDocuments commonly requestedNotes
ElectricianTrade qualification, experience lettersSaudi skill test reported for building and automotive electricians
Welder / pipe fitterTrade qualification, experience letters, sometimes welding test resultsSkill or welding tests are common
PlumberTrade qualification, experience lettersSaudi skill test reported for plumbers
Mechanic (motor vehicle, diesel)Trade qualification, driving licence for some rolesDriving licence follows its own route
Fitter / machinistTrade qualification, experience lettersEmployer trade tests are common
HVAC / refrigerationTrade qualification, experience lettersSome employers ask for manufacturer training records

These are common patterns, not rules. The employer's written list decides, and trade lists for skill tests change over time.

Apprentices and National Apprenticeship Certificate Holders

Workers who completed an apprenticeship often hold a National Apprenticeship Certificate as well as, or instead of, an ITI qualification. Apprenticeship records are managed through the national apprenticeship system, and many recent ones can be downloaded through the NCVT MIS portal. Employers abroad sometimes value an apprenticeship more than classroom training, because it shows real workplace experience. If yours asks for the apprenticeship document to be legalised, we confirm the authority before MEA for your document type; if it only wants proof, a clear copy or online verification may be enough.

Technical Diploma Attestation India-Wide: Polytechnic Holders in Trade Roles

Many supervisors and senior technicians hold a polytechnic diploma rather than, or as well as, an ITI qualification. Technical diploma attestation India-wide follows the state board's route: the state technical education authority of the issuing board, then MEA. If you hold both an ITI document and a diploma from different states, each goes to its own authority, and the two steps can run in parallel.

Emigration Clearance and Recruitment Agencies

Many trade workers travel through recruitment agencies, and lists passed through several hands can be outdated – for example, still asking for Saudi embassy attestation. Ask for the employer's original list in writing. Separately, if your passport is marked for emigration check (ECR), emigration clearance may apply for employment in certain countries; this is handled through India's emigration system, not through legalisation. Check it with your recruiter early, because it has its own steps.

Oil, Gas and Construction Contractors

Large contractors in oil and gas, petrochemicals and construction usually have detailed document checklists and their own trade tests. They may want the trade qualification, every experience letter, safety training records and a driving licence for some roles, each with clear scans. Their checklists can be strict about which documents need legalising and which can be sent as copies. Send us the checklist exactly as you received it, and we will map each item to the route it needs.

Driving Licences for Mechanics and Drivers

Mechanics, heavy-equipment operators and drivers are often asked for their Indian driving licence as well as their trade qualification. A driving licence follows its own route, separate from the educational one, and some countries require you to convert or retest rather than rely on legalisation. Check what your employer and the destination's traffic authority actually need.

Related Verification Guides:

Safety Training and Industry Cards

Safety training cards, first-aid records, scaffolding or rigging cards and manufacturer training records are usually issued by private training providers. They are rarely public documents, so the educational route does not apply. Employers abroad generally check them directly or ask for copies, and many require their own site-specific safety training on arrival. Legalise them only if the employer insists, and ask first whether the destination will accept them at all.

Choosing Which Documents to Legalise

Legalise only what is asked for. A typical Gulf trade file needs the main trade qualification and sometimes experience letters; a contractor may need more; some employers need nothing legalised beyond online verification. Each extra document is another chain and another set of stamps. Send us the written list, and we will tell you which items need technical certificate attestation or an apostille, and which can be sent as they are.

Experienced Workers Returning Abroad

Many tradespeople have worked abroad before and are returning for a new contract. Documents legalised for one country do not carry over to another non-Convention country, and a new employer in the same country may still ask for fresh legalisation if the earlier one was for a different purpose. Check whether your earlier stamps are acceptable before starting again, and keep scans of everything you have already had legalised.

What Is the Total Made Of?

We do not publish charges, because the total depends on the file. Skill-test fees are separate and paid to the test provider. Our team shares the exact total after reviewing your documents.

Three Typical Situations

These are illustrative examples based on common requests; names are changed and details simplified.

An electrician going to Saudi Arabia

Ramesh holds an NCVT certificate in the electrician trade. His Saudi employer asks for the document legalised and tells him that his trade needs the Skill Verification Program test. We arrange the authority step and MEA apostille while he books his test through the official channel; neither replaces the other.

A welder with a UAE offer

Salim's welder certificate is an e-certificate. His UAE employer first checks it online, then asks for legalisation for the work permit. We confirm how the authority handles the printed e-certificate, then complete the authority step, MEA attestation and the UAE online Embassy and MOFA application.

A plumber from Kerala going to Kuwait

Joseph's plumber certificate is from an ITI in Kerala. It is authenticated through Norka Roots, then MEA, then the Kuwait Embassy. We check the date first, because Norka notes that provisional NTC certificates are valid for two years.

Technical Certificate Attestation in Delhi

Our office is in Malviya Nagar, New Delhi, and much of our technical certificate attestation work starts here. Delhi helps after the authority step: MEA's New Delhi collection centres and most embassies are in the city. Whether your qualification is national or state, we arrange the authority step and bring the document back for MEA and, where needed, the embassy.

Name and Trade-Title Differences

The name on your document should match your passport. Initials instead of a full name, or a spelling difference, can cause queries. Trade names matter too: some trades have been renamed over the years, and the job title on your work permit may use different words. If the issuer can confirm that two trade names mean the same thing, a short letter can prevent problems later.

If a Document Is Refused

Refusals usually have a clear cause: the wrong authority for the issuer, a document the authority cannot verify, a name mismatch, a laminated original, or an expired provisional. Some problems take days to fix; others need the issuer to correct or reissue. We explain which kind you have, and whether another route would be faster, before anything is resubmitted.

Planning Around Joining Dates and Test Dates

Trade jobs in the Gulf often come with short joining windows, and where a skill test applies, its date matters too. As soon as an offer arrives, ask for the document list and any test requirement, and send us scans the same week. Run the test booking and the legalisation in parallel. Leave time for embassy holidays and the shorter working hours of Gulf missions during Ramadan.

Workers With Several Trades

Some workers hold qualifications in more than one trade – for example, electrician and wireman, or welder and fitter – earned at different times or from different institutes. Employers usually need only the qualification that matches the job title on the work permit. Legalising every trade adds time and handling without helping the visa. If the job title could fit more than one trade, ask the employer which one it will use, and legalise that first.

Older Workers and Long Gaps

Workers returning to the Gulf after many years in India sometimes find that their original trade document is old, faded or issued by an institute that has since closed. In these cases the issuer, or the council that now holds its records, may need to confirm the record before the authority will act. We contact the issuer early and keep you informed while the record is traced. If a duplicate is needed, it can usually be legalised once the issuer confirms it.

When Online Verification Is Enough

Online verification is increasingly common. Employers and recruiters can check an NCVT e-certificate through the portal's verification option, and some accept that check instead of any stamps. Others still need legalisation for the work permit, because the immigration authority – not the employer – sets the rule. Ask which applies to you. If online verification is enough, you save time and keep your original at home.

Common Mistakes With ITI Certificates

  • Assuming NCVT and SCVT follow the same route. They may not.
  • Getting an apostille for the UAE, Qatar or Kuwait. They need attestation.
  • Attesting for Saudi Arabia through the embassy. It accepts the apostille.
  • Assuming the apostille replaces the Saudi skill test. It does not.
  • Legalising short skill certificates nobody asked for. Many are accepted as copies.
  • Letting a provisional NTC expire. Check the issue date.
  • Laminating the document. The UAE does not attest laminated documents.
  • Using SDM or a notary for a trade certificate. Neither is part of the educational route.

Special Cases

Old paper certificates

Older certificates may need the issuer to confirm records before the authority will act. Start early.

Trade names that have changed

Trades are sometimes renamed. If your certificate's trade name differs from the job title, ask the issuer for a letter.

Certificates from two states

An ITI certificate from one state and a diploma from another each go to their own authority.

Name differences

A spelling difference or a name change needs supporting documents.

Lost certificates

A duplicate from the issuer, or a re-downloaded e-certificate, can usually be legalised once confirmed.

Documents needed for two countries

If you need the same trade qualification for Saudi Arabia now and the UAE later, an apostille and an attestation can both be placed on one original, each applied for separately. Tell us at the start so the original is handled once.

What Technical Certificate Attestation Does Not Do

  • It does not prove your skills.
  • It does not replace trade tests or the Saudi Skill Verification Program.
  • It does not give your certificate equivalency abroad.
  • It does not correct errors – only the issuer can.
  • It does not guarantee a visa or job.

Questions to Ask Your Employer or Recruiter

  • Which documents must be legalised – trade certificate, diploma, experience letters?
  • Apostille or attestation – and is the checklist current for Saudi Arabia?
  • Is a skill test required for my trade?
  • Will you accept online verification of my e-certificate?
  • Is there a joining date we should plan around?

Translation

Indian trade documents are usually issued in English or bilingually. Some destinations ask for an Arabic or other translation, normally after legalisation and by a translator they recognise. Ask before paying for one.

Verifying Legalised Documents

Employers sometimes check the stamps themselves. For the UAE, the digitally attested document carries a reference number that can be checked on the UAE ministry's verification portal. For e-certificates, employers can also check the original record through the NCVT MIS verification option. Keep clear scans of every page after each stage.

Working With Us From Abroad

Many tradespeople are already working abroad when a new offer arrives. A family member can hand your original to us, or you can courier it. We need a passport copy and a short authorisation. For the UAE, we coordinate the online step with you once MEA attestation is complete.

How We Keep You Updated

You receive a short message when your documents reach us, when each official stage is complete and when they are on the way back. If something is delayed, we tell you the same day and explain what it means for your joining date.

Families Moving Together

When a worker relocates with family, the file often includes a marriage certificate for the spouse's visa and birth certificates for children. These are personal documents with their own state route. Planning them together means everything reaches the embassy at the same time.

Our Role and the Officials' Role

The issuing council or board decides whether to confirm your document. The relevant authority decides whether to authenticate it, MEA decides whether to issue its apostille or attestation, and the embassy decides whether to legalise. Our role is preparation and coordination: identifying the right offices, preparing the file, submitting it through the authorised channels and returning your originals safely. We cannot influence any official decision. What we can do is make sure your file arrives complete and correct, which prevents most delays.

Safe Handling of Your Originals

We record each original when it reaches us, keep it in our office between stages, and return it by tracked courier or in person.

When Your Certificate Comes Back: What to Check

  • The authority stamp for your certificate's issuer, or Norka Roots' authentication.
  • MEA's apostille or attestation.
  • The embassy's legalisation and, for the UAE, the emailed attestation and its reference number.
  • That your name and trade are correct throughout.

Documents and Details to Keep Ready

  • The original certificate or e-certificate details, unlaminated.
  • Mark sheets, if asked for.
  • A copy of your passport.
  • Experience letters.
  • The destination, employer, trade and the recruiter's written list.

Pre-Submission Checklist

Do NCVT and SCVT certificates follow the same route?

Not always. NCVT certificates are national; SCVT certificates are state. We confirm per file.

Comprehensive Guidance & FAQ

Technical Certificate Attestation and ITI Certificate Apostille for Jobs Abroad

Reliable Attestation helps electricians, welders, plumbers, fitters, mechanics and other skilled workers prepare their trade qualifications for work abroad. Technical certificate attestation is the chain of official stamps that makes an Indian ITI or technical qualification acceptable in countries outside the Apostille Convention, such as the UAE, Qatar and Kuwait: the Indian authority that recognises the issuer, then the Ministry of External Affairs, then the destination embassy and, in the Gulf, its foreign ministry. For Convention countries such as Saudi Arabia, Oman and Bahrain, an MEA apostille replaces the embassy step.

ITI certificate attestation starts with the type of qualification. National Trade Certificates are issued under the national council for vocational training and administered by the Directorate General of Training; state certificates are issued under state councils; apprenticeship records come through the national apprenticeship system. Many recent national certificates are digital, and the NCVT MIS portal offers an e-certificate verification option that some employers accept instead of legalisation. Where ITI certificate apostille attestation is still required, we confirm how the relevant authority handles your type of document before anything moves. For Kerala-issued qualifications, Norka Roots notes that provisional NTC certificates are valid for two years from issue.

Saudi Arabia adds a separate step for many trades. Its Skill Verification Program, run with India's National Skill Development Corporation and the Saudi partner Takamol, tests workers through theoretical and practical exams at accredited centres in India. The test does not replace legalisation, and legalisation does not replace the test, so we help you run both in parallel.

Other technical qualifications follow their issuer's route. A technical education certificate apostille for a polytechnic diploma goes through the state technical education authority, and technical diploma attestation India-wide follows the board that issued the diploma. Skill certificate attestation is possible only for certain documents; many short skill-training and safety certificates are accepted abroad as copies, so we ask before legalising them. Experience letters are private documents with their own route.

Many trade files are for construction, maintenance, oil and gas and facilities roles in the Gulf, often hired in batches with a fixed mobilisation date. We check the employer's written list, any skill-test requirement and the joining date first, so the legalised documents are ready when the rest of the file is.

We are a private facilitation service, not an ITI, training council, state department, MEA or embassy, and we work from one office in New Delhi, serving clients across India by pickup or courier. MEA does not legalise photocopies, and the UAE does not attest laminated documents. We do not promise fixed days, because councils, authorities, MEA and embassies set their own pace; we share an honest estimate after reviewing your documents. The total depends on the documents, the issuer and the destination, and our team shares the exact total after reviewing your documents.
