PG Degree Apostille & Attestation
PG degree attestation is the chain of official stamps that makes an Indian postgraduate degree – MA, MSc, MCom, MCA, MSW, MEd and others – acceptable abroad: authentication by the education department of the state where the awarding university is located, then the Ministry of External Affairs (MEA). For Apostille Convention countries, MEA adds a master degree apostille; for the UAE, Qatar, Kuwait and other non-Convention countries, MEA attests and the destination embassy legalises the degree.

Overview of PG Degree Apostille & Attestation in India
Reliable Attestation is a private facilitation service in New Delhi. Postgraduate files have a feature most single-degree files do not: authorities abroad usually want the whole chain – the bachelor's degree that made you eligible for the master's, and often the school certificates behind it – and the two degrees are frequently from different universities in different states. We plan the chain together. We are not a university, UGC, state department, MEA or embassy, and we have one office, in New Delhi. A master's degree is signed by the registrar or controller of examinations of the awarding university. Authorities abroad cannot verify that signature, so India uses a chain of stamps in which each office certifies the one before it. The state education department authenticates the university's signature; MEA then certifies the state officer's signature. For a non-Convention country, the destination embassy legalises MEA's stamp, and in the Gulf the foreign ministry adds the final step. That full chain is PG degree attestation.

Legalisation confirms signatures and seals. It does not confirm your marks, the level of your degree in another country's system or whether a university abroad will admit you. Those questions are answered by the receiving institution or the country's recognition authority.

Some states first want the awarding university to confirm the degree. The university checks its records and either stamps the original or sends confirmation to the state authority.
The department of the state where the university is located authenticates the registrar's signature. Where the university is connected to e-Sanad, online verification can replace the paper step.
MEA places an apostille for a Convention country or an attestation stamp for a non-Convention country. MEA does not legalise photocopies and states that it is not responsible for the contents of a document; it certifies the preceding signature.
For non-Convention countries, the destination embassy in New Delhi legalises the degree after MEA. The UAE combines its embassy and foreign-ministry steps online; Kuwait completes the final step inside Kuwait.
We do not publish charges, because the total depends on the file. It includes any university verification, the state step, MEA, the embassy and foreign-ministry stages or the apostille, translation if needed, and courier or pickup and return. Charges that universities make for their own letters or transcripts are separate. Our team shares the exact total after reviewing your documents.

Statutory & Consular Regulatory Framework
Educational certificate legalisation in India is governed under State Higher Education Department protocols, university statutes, and Ministry of External Affairs (MEA) Consular, Passport and Visa (CPV) division directives. Legalisation validates the authenticity of the issuing registrar's signature and the institutional accreditation under UGC, AICTE, or State Technical Boards.
Destination Country Acceptance & Legalization Guidelines
GCC Nations (UAE, Saudi Arabia, Qatar, Kuwait, Oman, Bahrain): Complete consular authentication chain required—State HRD -> MEA Attestation -> Destination Embassy -> MOFA. Note: UAE requires final MOFA attestation inside the UAE; Saudi Arabia requires cultural bureau verification; Germany requires APS certificate for student visas. Hague Apostille Nations (120+ countries including USA, UK, Australia, France, Canada): A single MEA Hague Apostille sticker is accepted without embassy stamping.
Verification Workflow for PG Degree Apostille & Attestation
From initial collection to MEA and diplomatic legalization, every step is executed with precision.
Identify the awarding university and its state
Your PG and bachelor's degrees may be from different universities.

What Is PG Degree Attestation?
Master Degree Apostille or Attestation: Which Do You Need?
| Destination | What your master's degree usually needs | Notes |
|---|---|---|
| Saudi Arabia, Oman, Bahrain | Master degree apostille | Saudi Arabia joined on 7 December 2022 |
| UK, USA, Canada, Australia, most of Europe | Apostille, when a body asks for legalisation | Universities often want records sent directly instead |
| Germany | No apostille effect; APS India for study visas | Germany objected to India's accession |
| UAE | PG degree attestation, then UAE online Embassy + MOFA | Laminated documents are not attested |
| Qatar | Attestation through Qatar's mission | Qualifications issued outside Qatar are attested by its mission in the issuing country |
| Kuwait | Attestation through the Kuwait Embassy | Final ministry step usually in Kuwait |
| China | MEA attestation, then Chinese Embassy/Consulate | India objected to China's accession |
The master degree certificate apostille and the attestation start the same way – the state step – and differ only at MEA and afterwards. If you are unsure, ask the receiving body in writing which form it wants.
The Postgraduate Degree Apostille Process, Step by Step
- 1Identify the awarding university and its state. Your PG and bachelor's degrees may be from different universities.
- 2Check e-Sanad. If the university is connected to MEA's e-Sanad system, online verification can replace the paper state step.
- 3University verification, if needed. Some states ask the university to confirm the degree first.
- 4State education department. The department of the university's state authenticates the registrar's signature. MEA's published list names, for example, the Regional Directors of Education for Delhi.
- 5MEA. Applications go through MEA's authorised collection agencies or its Branch Secretariats and Regional Passport Offices; MEA does not accept documents directly from the public. MEA adds the apostille.
- 6Return and check. You receive the original with the state stamp and the apostille.
For a non-Convention country, step 5 becomes MEA attestation and the embassy (and in the Gulf the foreign ministry) follows. The postgraduate degree apostille process is the same whether the master's took one year or two; what changes is which university and state are involved.
Why the Bachelor's Degree Usually Comes Too
A master's degree builds on a bachelor's degree, and many authorities abroad want to see both. Common reasons:
- Work permits and visa categories that depend on your highest qualification and the chain behind it.
- Teaching jobs, where schools and ministries want every qualification from school onwards.
- University admissions, where the master's eligibility rests on the bachelor's.
- Recognition and equivalency processes that look at total years of study.
If your bachelor's and master's degrees are from universities in different states, each goes to its own state's department. We plan them in parallel so they reach MEA together where possible.
Which Postgraduate Qualification Do You Hold?
| Qualification | Usually awarded by | Route notes |
|---|---|---|
| MA, MSc, MCom | University | Standard university route |
| MCA, MSW, MLib, MJMC | University | Standard university route |
| MEd | University | Often needed with a BEd for teaching jobs |
| MTech, ME | University or institute | Engineering master's – see our engineering page |
| MBA, PGDM | University or institute | Management route differs for PGDM – see our MBA page |
| LLM | University | Law route – see our law page |
| MD, MS (medical) | University | Medical route – see our MBBS page |
| Integrated master's (5-year) | University | One qualification, one route |
| PG diploma from a university | University | Usually the university route |
| MPhil | University | Can still be legalised as issued; UGC states it is not a recognised degree |
Profession-specific degrees have their own pages because their foreign regulators raise questions that a general master's does not. This page covers the general postgraduate file and the chain behind it.
Master Degree Attestation in India for Distance, Online and One-Year Programmes
Postgraduate study in India now comes in more formats than before, and clients often ask whether their format can be legalised.
Distance and online master's degrees
In 2022, the UGC amended its Open and Distance Learning and Online Programmes Regulations so that degrees from recognised institutions obtained through ODL or online learning are treated on a par with conventional degrees, and postgraduate diplomas obtained this way are treated as equivalent to conventional postgraduate diplomas. Master degree attestation in India for such degrees follows the awarding university's route. Acceptance abroad is a separate question: some employers, licensing bodies and immigration authorities treat distance or online study differently, so check with them before you start.
One-year master's programmes
Some universities now offer a one-year master's after a four-year bachelor's degree. The degree is legalised like any other; universities and authorities abroad may ask about your total years of study, so keep transcripts showing both programmes ready.
Integrated master's degrees
Five-year integrated programmes lead to one qualification and follow one route. If an exit certificate was issued for the bachelor's stage, ask whether it is needed too.
MPhil
Under the UGC (Minimum Standards and Procedures for Award of PhD Degree) Regulations, 2022, MPhil was discontinued, and the UGC has stated that the MPhil is not a recognised degree. An MPhil you already hold can still be legalised as the document issued; how a receiving body treats it is its own decision.
PG Degree Attestation for Higher Studies Abroad
Many master's holders go abroad for a PhD, a second master's or a research post. Legalisation is often not what admissions offices ask for.
- Direct records. Universities and credential evaluators frequently want transcripts or degree records sent directly by your university in a sealed envelope or electronically. Legalisation does not replace that.
- Germany. Indian apostilles have no effect in Germany. For study visas, the Academic Evaluation Centre (APS India), part of the German Embassy's science section, verifies academic documents and qualifications issued by Indian institutions; applicants send photocopies, not originals, and APS India describes its certificate as generally required for the student visa.
- Visas and scholarships. A visa checklist or scholarship body may still ask for an apostilled or attested degree, so check every list separately.
PG Degree Certificate Attestation for Teaching Jobs Abroad
Schools, colleges and universities in the Gulf and elsewhere hire Indian postgraduates as teachers and lecturers. These files usually need more than one document:
| Document | Why it is asked for | Route |
|---|---|---|
| Master's degree | Subject qualification | Its own university's state, then MEA |
| Bachelor's degree | Chain of qualifications | Its own university's state, then MEA |
| BEd or MEd | Teaching qualification | Its own university's route |
| Mark sheets | Subject content and grades | Some employers ask |
| Experience letters | Teaching experience | Private documents; route confirmed per file |
Teacher licensing abroad, where it applies, is a separate process run by the destination's education authority. We prepare the legalised qualifications; the licence itself is applied for through that authority.
PG Degree Attestation for Jobs in the Gulf
UAE
After MEA attestation, one online application on the UAE Ministry of Foreign Affairs website, made with UAE PASS, covers the UAE Embassy in New Delhi and UAE MOFA. An approved provider collects the original, and the attested degree is emailed with a reference number. Some roles also need an equivalency of the qualification from the UAE's higher-education ministry, which is a separate process.
Saudi Arabia, Oman and Bahrain
These countries accept the MEA apostille, so a master degree apostille is the final Indian step.
Qatar and Kuwait
Qatar requires qualifications issued outside Qatar to be attested by its mission in the issuing country; Kuwait's final ministry step is usually completed in Kuwait after the Kuwait Embassy in India.
When Is PG Degree Attestation the Right Choice?
PG degree attestation through the embassy is right when the destination is outside the Apostille Convention – the UAE, Qatar and Kuwait being the usual examples – and immigration, labour or education authorities want the Indian chain of stamps followed by their own embassy.
It is not the right choice in four common situations:
- The destination is a Convention party. Saudi Arabia, Oman, Bahrain, the UK, the USA and most of Europe use the master degree apostille instead, when legalisation is asked for.
- The university abroad wants direct records. A legalised degree does not replace transcripts sent by your university.
- Germany. Indian apostilles have no effect there; study visas use APS India.
- China. India objected to China's accession, so MEA attestation and Chinese legalisation are needed instead of an apostille.
Before you request PG degree attestation, ask the employer, university or authority in writing which form it wants and which documents it needs.
Who This Page Is For
- Master's graduates with a job offer abroad in teaching, research, IT, finance, social work or the public sector.
- Students applying for a PhD, a second master's or a research post abroad.
- Teachers and lecturers whose employer wants the full chain of qualifications.
- Postgraduates moving abroad with a spouse who needs the degree for a dependant or work visa.
- People who completed a distance, online or one-year master's and need it legalised.
If your master's is in engineering, management, law or medicine, our profession pages cover the extra questions those fields raise. Those fields have regulators, councils and licensing bodies abroad with their own verification steps, and a general page cannot cover them properly. If your file mixes school, bachelor's and master's documents, this page and our education hub together explain the plan.
Understanding Each Stamp on a Master's Degree
The university's verification
Some states first want the awarding university to confirm the degree. The university checks its records and either stamps the original or sends confirmation to the state authority.
The state education department
The department of the state where the university is located authenticates the registrar's signature. Where the university is connected to e-Sanad, online verification can replace the paper step.
The Ministry of External Affairs
MEA places an apostille for a Convention country or an attestation stamp for a non-Convention country. MEA does not legalise photocopies and states that it is not responsible for the contents of a document; it certifies the preceding signature.
The embassy and the foreign ministry
For non-Convention countries, the destination embassy in New Delhi legalises the degree after MEA. The UAE combines its embassy and foreign-ministry steps online; Kuwait completes the final step inside Kuwait.
Mark Sheets, Transcripts and Consolidated Records
Postgraduate files often involve more than the degree certificate:
- Semester mark sheets may be asked for by employers who want to see subjects and grades.
- Consolidated mark sheets or transcripts are often wanted by universities abroad, usually sent directly by your university.
- Provisional certificates are issued before the final degree; many destinations want the final degree.
- Migration certificates are rarely needed abroad but sometimes asked for by employers in the Gulf.
Whether each document needs legalisation depends on the receiving body. We ask for the written list before planning.
Working With Your University
The university is often the slowest stage of a PG file. A few habits help:
- Check that your name matches across the bachelor's degree, master's degree, mark sheets and passport.
- Keep your enrolment number, roll number and year of passing ready.
- Ask whether the university sends transcripts directly abroad, and how long it takes.
- Plan around examination results and convocation, when offices are busiest.
- Keep copies of every application and acknowledgement.
Requests to the university for transcripts or duplicate documents are made by you, because the university usually requires the graduate's own application.
Subject-Specific Notes for Common Master's Programmes
The legalisation route does not change with the subject, but what employers and authorities abroad ask for often does.
- MCA and MSc in computer science: IT employers in the Gulf frequently ask for the bachelor's as well, and sometimes for mark sheets showing subjects, because work permit categories can depend on the field of study.
- MSc in the sciences: laboratory, quality-control and research roles often need mark sheets alongside the main certificate; universities abroad may want detailed transcripts for research admissions.
- MA in languages, literature and the humanities: translation and teaching roles may ask for proof of the language studied; the transcript usually shows it.
- MSW and development studies: NGOs and international agencies sometimes ask for legalised qualifications only at the visa stage, after the offer.
- MCom and economics: finance roles may also want professional certificates, which follow the route of the body that issued them.
- MEd and teaching programmes: usually needed together with the BEd and the subject qualifications for school posts.
Older Records and Paper That Has Aged
Postgraduates who studied many years ago often hold certificates that are faded, torn or printed on paper the university no longer uses. A damaged original may be refused at the state step or by MEA, and lamination makes it unusable for the UAE. Before starting, check the condition of every document. If a certificate is badly damaged, ask the university about a duplicate first; it is quicker than discovering the problem halfway through the chain. For very old records, the university's verification desk may also take longer to locate the file, so allow extra time.
Postgraduate Diplomas From Universities
Many universities award one-year postgraduate diplomas in subjects such as journalism, computer applications, translation, counselling or business. When the diploma is issued by the university itself, it usually follows the same route as a master's: the state step for the university, then MEA. When it is issued by an institute, a private academy or an online platform, the route is less certain, and some state departments will not authenticate it. We confirm before you send the original. If the diploma is not the qualification your visa or job depends on, ask whether a copy will do – many employers accept one.
PhD Holders Moving Abroad
Postgraduates who went on to a doctorate often need the whole academic ladder legalised for an academic or research appointment. A doctoral qualification is a university document and normally follows the university's route like a master's. Points to plan for:
- Provisional PhD certificates are common while the formal award waits for convocation; many universities abroad accept them for appointment, but immigration may want the final document.
- The thesis itself is not legalised. Universities abroad may ask for a copy or an abstract; that is an academic matter, not a legalisation one.
- Research and teaching experience letters are private documents with their own route.
- Each step of the ladder – bachelor's, master's, doctorate – may be from a different university and state.
Research and Academic Posts: What Institutions Abroad Usually Ask For
Universities and research institutes abroad tend to separate three things: academic records for evaluating your background, legalised qualifications for the work permit or residence, and references for the appointment itself. Their human resources teams usually say clearly which is which. Read the appointment letter carefully – a request for "certified copies" in one country may mean a copy certified by your university, not an apostille. When the institution's wording is unclear, ask it to confirm in writing; that one message often saves weeks.
Recognition and Equivalence: What Legalisation Cannot Answer
Clients sometimes expect that an apostille or attestation will make a foreign authority treat their Indian qualification as equal to a local one. It will not. Recognition and equivalence are decided by the receiving country's own bodies, which may look at the institution's status, the length of study, the mode (regular, distance or online) and your subjects. Legalisation only proves that the document is genuine and properly signed. If recognition matters for your plans, contact the relevant authority in the destination country early, because some recognition processes need the legalised documents as their starting point.
Planning Around Admission, Visa and Joining Deadlines
Postgraduates moving abroad usually work against a date – a semester start, a visa appointment or a joining day. Work backwards:
- 1Collect every written checklist – university, employer, visa and scholarship.
- 2Separate what must be sent directly from what must be legalised.
- 3Request transcripts and university letters early, because they are outside our control.
- 4Start the state step for every qualification at the same time.
- 5Leave room for the slowest university, often the oldest record.
We share realistic estimates at each stage, but we do not promise fixed days. If a deadline is very close, tell us at the first contact; we will say honestly whether PG degree attestation can realistically be completed in time, and which parts of your file to prioritise so that the visa or admission is not held up by documents that could follow later.
Family Files
Many postgraduates move with a spouse and children. A family file may include a marriage certificate for the spouse's visa and birth certificates for children, which follow personal-document routes before MEA. We plan them with your qualifications so they reach MEA in one batch where possible.
Confidentiality
We share your documents only with the official stages that need them, we do not contact your current employer or university except where a verification step requires it with your consent, and we do not publish your name or file details.
How the PG Degree Attestation Process Works With Us
- 1Route check. Send scans of your master's degree, bachelor's degree and passport, and tell us the destination and purpose.
- 2Requirement check. We separate what needs legalisation from what must be sent directly by your university.
- 3Document review. We check names, titles and the condition of each original.
- 4University verification, if needed. Some states ask the university to confirm first.
- 5State step. Each degree goes to the state of its awarding university, or through e-Sanad.
- 6MEA. Apostille or attestation through MEA's authorised collection channel.
- 7Embassy and foreign ministry. For the UAE, the online process; for Qatar and Kuwait, their embassies.
- 8Return. Your originals come back with a note of every stamp.
How Long Does PG Degree Attestation Take?
| Stage | What decides the time | Indicative pattern |
|---|---|---|
| Route and requirement check | How quickly you share details | Usually the quickest stage |
| University verification | The university's verification desk | Can be the longest stage |
| State education department | State workload | Varies |
| MEA | Collection channel and processing | Generally predictable |
| Embassy / foreign ministry | Country and season | Varies |
| Direct transcripts to universities | Your university | Outside the legalisation chain |
Indicative only – we do not promise fixed days. We share an estimated timeline after reviewing your documents.
What Is the Total Made Of?
We do not publish charges, because the total depends on the file. It includes any university verification, the state step, MEA, the embassy and foreign-ministry stages or the apostille, translation if needed, and courier or pickup and return. Charges that universities make for their own letters or transcripts are separate. Our team shares the exact total after reviewing your documents.
Three Typical Situations
These are illustrative examples based on common requests; names are changed and details simplified.
A chemistry teacher moving to Doha
Sana holds an MSc from one university, a BSc from another and a BEd from a third. Her school wants all three. Each goes to its own university's state step, then MEA attestation and the Qatar Embassy.
A researcher starting a PhD in Germany
Karan has an MSc and a BSc from universities in two states. His German university and visa process work through APS India, which takes photocopies, so he does not need an apostille. He keeps his originals safe for later.
A social worker joining an NGO in Riyadh
Priya holds an MSW from a university connected to e-Sanad. Online verification replaces the paper state step, and MEA adds the apostille – the final Indian step for Saudi Arabia.
Common Mistakes With Postgraduate Files
- Legalising only the master's degree when the employer wants the full chain.
- Sending both degrees to one state when they come from universities in different states.
- Getting an apostille for the UAE, Qatar or Kuwait. They need attestation.
- Attesting for Saudi Arabia through the embassy. It accepts the apostille.
- Apostilling for Germany. Indian apostilles have no effect there.
- Apostilling transcripts that must be sent directly to a university abroad.
- Using SDM or a notary for a degree. Neither is part of the degree route.
- Laminating the original. The UAE does not attest laminated documents.
Special Cases
Degrees from renamed or merged universities
The route follows the university named on your degree; older records may take longer to verify.
Provisional degrees
Use a provisional degree only if the receiving body accepts it; many want the final degree.
Duplicate degrees
A duplicate issued by the university can be legalised; keep the university's letter explaining it.
Name differences
A spelling difference or a name changed after marriage needs supporting documents.
Documents needed for two countries
An apostille and attestation can both be placed on one original, applied for separately.
Foreign master's degrees
A master's degree from a university abroad follows that country's route, not India's.
What PG Degree Attestation Does Not Do
- It does not certify your marks or grade your degree.
- It does not decide equivalence or admission abroad.
- It does not replace transcripts sent directly by your university.
- It does not guarantee a visa, job or admission.
Questions to Ask the Receiving Body
- Apostille or attestation – and is your list current?
- Do you need my bachelor's degree and school certificates as well?
- Do you need mark sheets, and must they be sent directly?
- Do you accept distance, online or one-year master's degrees?
- Is there a joining or application deadline?
Scholarships, Fellowships and Exchange Programmes
Government scholarships, university fellowships and exchange programmes abroad publish their own document lists, and these lists change from year to year. Some ask for apostilled qualifications at the application stage; others ask only after selection, for the visa. Some accept scanned copies until arrival and verify originals in person. Read the current year's list, note the stage at which each document is needed, and avoid legalising anything before it is actually required – especially if your final results or convocation are still pending.
Translations for Postgraduate Documents
Most Indian master's degrees are issued in English. Where a degree or mark sheet is partly in Hindi or a regional language, or where a Gulf or European authority asks for a translation, we confirm whether, when and by whom it must be done, because a translation done at the wrong stage may have to be repeated.
Safe Handling of Your Originals
We record each original when it reaches us, keep it in our office between stages, and return it by tracked courier or in person. Your details are shared only with the official stages that need them.
When Your Degree Comes Back: What to Check
- The state education department's stamp or e-Sanad record.
- MEA's apostille or attestation.
- The embassy's legalisation and, for the UAE, the emailed attestation and its reference number.
- That your name and degree title are correct throughout.
Pre-Submission Checklist
- Each degree's awarding university and state identified, or e-Sanad confirmed.
- Apostille or attestation decided.
- Bachelor's degree included if the chain is needed.
- Originals not laminated or damaged.
- Names match passports.

Frequently Asked Questions on PG Degree Apostille & Attestation
What is PG degree attestation?
The state step for your university, MEA attestation and the embassy, for non-Convention countries such as the UAE, Qatar and Kuwait.
What is a master degree apostille?
MEA's apostille on a master's degree after the state step, for Convention countries.
Is a master degree certificate apostille valid in Saudi Arabia?
Yes. Saudi Arabia has accepted the apostille since 7 December 2022.
What is the postgraduate degree apostille process?
University verification if needed, the state step for the awarding university or e-Sanad, then MEA's apostille. For non-Convention countries, MEA attests and the embassy follows.
Do I need my bachelor's degree attested too?
Often yes, when the employer or authority wants your full chain of qualifications.
My two degrees are from different states. Is that a problem?
No. Each goes to its own state's department, and we plan them to reach MEA together.
Can a distance or online master's be legalised?
Yes, through the awarding university's route. UGC treats such qualifications from recognised institutions on a par with regular ones, but acceptance abroad varies, so check with the receiving body first.
Is master degree attestation in India possible for an MPhil?
An MPhil you hold can be legalised as issued; UGC states it is not a recognised degree.
Does Germany need an apostille on my master's degree?
No. Indian apostilles have no effect there. For study visas, APS India verifies academic records using photocopies; for other purposes, German authorities can request verification.
Do universities abroad need an apostille?
Many want transcripts sent directly by your university instead. Check their instructions.
Can PG degree certificate attestation include mark sheets?
Yes, if the receiving body asks for them. Mark sheets follow the same university route; we confirm which ones are needed before planning, so nothing is legalised unnecessarily.
Which state attests my master's degree?
The state where the awarding university is located – not where you live.
Can MEA apostille a photocopy?
No. MEA does not legalise photocopies, so the original is needed at every stage of the chain.
Is SDM or a notary needed?
No. Neither is part of the route for a university qualification; the state education department and MEA are the official stages.
How long does PG degree attestation take?
It depends on the universities and destination. We share an estimated timeline after reviewing your documents.
What do your PG degree apostille services cost?
It depends on the documents and route. Our team shares the exact total after reviewing your documents.

PG Degree Attestation and Master Degree Apostille for Work and Higher Studies Abroad
Reliable Attestation helps postgraduates prepare their master's qualifications for jobs, higher studies and residence abroad. PG degree attestation is the chain of official stamps that makes an Indian MA, MSc, MCom, MCA, MSW, MEd or other postgraduate qualification acceptable in countries outside the Apostille Convention, such as the UAE, Qatar and Kuwait: the education department of the state where the awarding university is located, then the Ministry of External Affairs, then the destination embassy and, in the Gulf, its foreign ministry. For Convention countries such as Saudi Arabia, Oman, Bahrain, the UK and the USA, a master degree apostille from MEA replaces the embassy step.
The postgraduate degree apostille process starts with the awarding university. Some states ask the university to verify first; some universities are connected to MEA's e-Sanad system, which can replace the paper state step; then MEA adds the apostille or attestation. A master degree certificate apostille and an attestation begin the same way and differ only at MEA and afterwards.
Most postgraduate files are about more than one document. Employers, schools and authorities abroad often want the full chain – the bachelor's qualification behind the master's, and sometimes school certificates – and the two university documents are frequently from different states. PG degree certificate attestation is planned so that each document goes to its own state and they reach MEA together. Teaching posts usually add a BEd or MEd, and PhD holders add a doctorate.
Master degree attestation in India is also possible for distance, online, one-year and integrated programmes. In 2022 the UGC amended its regulations so that degrees from recognised institutions obtained through open and distance learning or online programmes are treated on a par with conventional ones, though acceptance abroad still varies. An MPhil can be legalised as issued, although the UGC states that it is not a recognised degree. For study in Germany, Indian apostilles have no effect, and APS India verifies academic records from photocopies.
Universities and credential evaluators abroad often want transcripts sent directly by your university rather than legalised copies, so we check every list before anything is legalised. Mark sheets, provisional certificates and duplicates are planned only when the receiving body asks for them.
We are a private facilitation service, not a university, UGC, state department, MEA or embassy, and we work from one office in New Delhi, serving clients across India by pickup or courier. MEA does not legalise photocopies, and the UAE does not attest laminated documents. We do not promise fixed days; we share an honest estimate after reviewing your documents. The total depends on the documents, the universities and the destination, and our team shares the exact total after reviewing your documents.
