LLB & LLM Degree Apostille & Attestation

A law degree apostille is the certificate India's Ministry of External Affairs (MEA) adds to an Indian LLB or LLM degree so it is accepted in an Apostille Convention country, after the issuing state's education department has authenticated it. For countries outside the Convention, such as the UAE, Qatar and Kuwait, LLB degree attestation is needed instead: MEA attestation, then the destination embassy.

Overview of LLB & LLM Degree Apostille & Attestation in India

Reliable Attestation is a private facilitation service in New Delhi. Law files are different from most degree files for one reason: the bodies that matter most to lawyers abroad – bar examiners, law societies and licensing authorities – often do not want an apostille at all. Many want transcripts sent directly by your law school, a certificate of good standing from your bar council, and their own evaluation. We help you work out which documents need legalisation and which need to travel another way. We are not a law school, university, bar council, state department, MEA or embassy, we do not give legal advice, and we have one office, in New Delhi. An Indian LLB or LLM degree is signed by the university's registrar or controller of examinations. Authorities abroad cannot check that signature. The legalisation chain solves this: the education department of the state where the university is located authenticates the degree, and MEA then certifies the state officer's signature. For an Apostille Convention country, MEA's certificate – the law degree apostille – is the final Indian step. For other countries, MEA attests instead, and the destination embassy legalises the degree after that.

Like any apostille, it certifies signatures and seals, not content. It does not tell a foreign bar whether your degree meets its standards, whether you are entitled to practise, or whether you are in good standing. Those questions are answered by bar examiners, law societies and licensing authorities, usually through their own processes.

This page is written for people whose qualification is in law and whose next step is outside India:

If your file is a general graduate qualification in another subject, our main degree page is the better starting point. If you hold several qualifications – school, graduation, law and a postgraduate course – our education hub explains how a mixed file is planned. This page focuses on the questions that only lawyers face: bar councils, good standing, and regulators that want papers sent directly by the issuer.

Every legalised law qualification carries a sequence of stamps, and each one has a specific meaning. Knowing what they are helps you check the file when it returns and explain it to an employer abroad.

Some states first want the awarding university to confirm that the document is genuine. The university checks its records and either stamps the original or sends a confirmation to the state authority. This is not the same as the verification your State Bar Council requests under the 2015 rules, although the university may use the same desk for both.

The department of the state where the university is located authenticates the registrar's signature. In many states this is the higher education department; in Delhi, MEA's published list names the Regional Directors of Education. Some universities are linked to MEA's e-Sanad system, in which case the state step may be replaced by online verification. We confirm which applies to your university before anything is submitted.

MEA does not accept documents directly from the public. Applications go through its outsourced collection agencies or, for certain cities, through its Branch Secretariats and Regional Passport Offices. MEA either places an apostille – for a Convention country – or an attestation stamp – for a non-Convention country. MEA states that it does not take responsibility for the contents of the document; it certifies the preceding signature.

For countries outside the Convention, the destination embassy in New Delhi legalises the document after MEA. In the UAE the embassy and foreign-ministry steps are combined in one online application. In Kuwait and some other countries the final ministry step is completed inside the destination country.

We do not publish charges, because the total depends on the file. It includes any university verification, the state step, MEA, the embassy and foreign-ministry stages or the apostille, translation if needed, and courier or pickup and return. Charges of law schools, bar councils and foreign regulators are separate. Our team shares the exact total after reviewing your documents.

What Is a Law Degree Apostille?

An Indian LLB or LLM degree is signed by the university's registrar or controller of examinations. Authorities abroad cannot check that signature. The legalisation chain solves this: the education department of the state where the university is located authenticates the degree, and MEA then certifies the state officer's signature. For an Apostille Convention country, MEA's certificate – the law degree apostille – is the final Indian step. For other countries, MEA attests instead, and the destination embassy legalises the degree after that.

The Advocate Degree Verification Process in India

Lawyers often confuse two different processes.

Bar Council verification is an internal Indian process. Under the Bar Council of India's Certificate and Place of Practice (Verification) Rules, 2015, advocates' certificates and the degrees behind them are verified through the State Bar Councils, which send requests to universities. In April 2023, in Ajay Shankar Shrivastava v. BCI, the Supreme Court said it is the duty of every genuine advocate to cooperate with this verification, directed universities and examination boards to verify the genuineness of degrees, asked that State Bar Council requests be processed without undue delay, and formed a High Powered Committee to oversee the exercise.

Legalisation – apostille or attestation – is the process that makes your degree acceptable abroad. It runs through the state education department and MEA, not through the Bar Council.

The two do not replace each other. A law degree verified by your State Bar Council still needs the state step and MEA for use abroad; a degree with an apostille is not thereby verified for your Indian enrolment. If you are an enrolled advocate going abroad, you may need both, and the advocate degree verification process is often what a foreign regulator asks about when it requests a certificate of good standing.

New York and Canada: When Legalisation Is Not the Answer

Two of the most common destinations for Indian law graduates show why lawyers must read each regulator's instructions carefully.

New York

The New York State Board of Law Examiners evaluates foreign legal education. Its published requirements ask for a final, official transcript sent directly by every law school attended, showing dates of attendance, courses, grades, credits and the degree. Documents must come from the issuing school or agency in a sealed envelope bearing its name or seal; faxed copies and notarised photocopies are not considered. If you are admitted abroad, a copy of your admission certificate is required, and the Board also asks for a statement from the government accrediting agency that your law school was recognised and approved throughout your study. The Board's page does not ask for an apostille.

Canada

The National Committee on Accreditation of the Federation of Law Societies of Canada assesses foreign law degrees. It accepts only official law school transcripts sent directly by the law school that issued them, usually asks for degree certificates as well, and asks lawyers for an official letter or certificate of good standing from their bar association or bar council. Its application page does not mention apostille or attestation.

For both, the real work is getting your law school and bar council to send the right documents the right way. An apostille may still be useful for other purposes – a job, a visa, a university abroad – so we check what each body actually needs.

LLM Certificate Apostille India: Postgraduate Law Degrees

An LLM is often from a different university, and sometimes a different state, than the LLB. Each degree follows the route of its own awarding university. LLM certificate apostille India-wide works the same way as for the LLB: the state step for the LLM's university, then MEA. National law universities, central universities and deemed universities may follow different routes depending on how they verify documents; some are connected to e-Sanad. We confirm the route for each degree before your original moves.

Lawyers moving to academic or research roles abroad may also need their PhD and teaching documents. Universities hiring faculty often want transcripts sent directly, as well as legalised degrees for the work permit.

Lawyer Degree Attestation for Abroad Jobs in the Gulf

Indian lawyers work in the Gulf as in-house counsel, legal consultants, paralegals and compliance officers. For these roles, lawyer degree attestation for abroad employment follows the destination's chain, and the employer may also need your enrolment certificate or other professional documents.

UAE

After MEA attestation, one online application on the UAE Ministry of Foreign Affairs website, made with UAE PASS, covers the UAE Embassy in New Delhi and UAE MOFA. An approved provider collects the original, and the attested degree is emailed with a reference number. Registration as a legal consultant, where it applies, is a separate process with its own requirements; confirm them with your employer.

Related Verification Guides:

Saudi Arabia, Oman and Bahrain

These countries accept the MEA apostille, so an LLB degree certificate apostille is the final Indian step.

Related Verification Guides:

Qatar and Kuwait

Qatar requires qualifications issued outside Qatar to be attested by its mission in the issuing country; Kuwait's final ministry step is usually completed in Kuwait after the Kuwait Embassy in India.

Enrolment Certificates, Good Standing Letters and Other Professional Documents

Foreign employers and regulators often ask for more than the degree:

DocumentIssued byNotes
Enrolment certificateState Bar CouncilRoute for legalisation confirmed per file
Certificate of practice / verificationBar Council of India / State Bar CouncilLinked to the 2015 verification rules
Good standing letterState Bar CouncilOften sent directly to the foreign body
Law school transcriptsLaw school or universityOften sent directly to the foreign body
Experience lettersLaw firms, companiesPrivate documents with their own route

Whether these need legalisation, or need to be sent directly by the issuer, depends entirely on the receiving body. Ask before you request anything from your bar council or university.

When a Law Degree Apostille Is the Right Choice

A law degree apostille is the right choice when three things are true: the destination is a party to the Apostille Convention, the body asking for the document wants Indian legalisation rather than direct documents, and India's accession is not objected to by that country. Saudi Arabia, Oman, Bahrain, the United Kingdom, Singapore, the United States and Canada are Convention parties, so a law degree apostille is what they recognise when a legalised qualification is actually requested – for example by an employer, an immigration authority or a university.

It is not the right choice in four common situations:

  • The destination is outside the Convention. The UAE, Qatar and Kuwait need attestation through their embassies instead.
  • The receiving body wants direct documents. Bar examiners in New York and Canada's NCA want transcripts sent by the law school, so a law degree apostille does not satisfy them.
  • The destination objected to India's accession. Germany is the main example; an Indian apostille has no effect there.
  • The document is not covered. The Convention does not apply to documents executed by diplomatic or consular agents, or to administrative documents dealing directly with commercial or customs operations.

Before you request a law degree apostille, ask the receiving body in writing which form it wants. That one email decides the whole route and avoids legalising a document that will not be used. If the answer is unclear, send it to us and we will help you read it – without giving legal advice on the foreign rules themselves.

Law Degree Apostille Checks We Run Before Anything Moves

  • Destination and purpose – job, bar admission, study, visa or dependant visa.
  • Convention status – checked against the HCCH status table, which lists 130 parties as of 30 June 2026.
  • Awarding university and state – for each qualification separately.
  • e-Sanad coverage – whether the university verifies online.
  • Condition of originals – no lamination, tears or overwriting.
  • Names and titles – matched to the passport and to the regulator's form.
  • Direct-sending items – listed separately so they are not legalised by mistake.

  • Fresh LLB graduates applying for a master's programme, a judicial clerkship or a research post at a foreign university.
  • LLM holders moving into teaching, policy, compliance or arbitration work overseas.
  • Lawyers planning to sit a foreign bar examination or to have their qualification assessed by a foreign law society.
  • Families of lawyers who need a spouse's or parent's qualification legalised for a dependant visa.

Understanding Each Indian Stamp on a Law File

Every legalised law qualification carries a sequence of stamps, and each one has a specific meaning. Knowing what they are helps you check the file when it returns and explain it to an employer abroad.

The university or its verification desk

Some states first want the awarding university to confirm that the document is genuine. The university checks its records and either stamps the original or sends a confirmation to the state authority. This is not the same as the verification your State Bar Council requests under the 2015 rules, although the university may use the same desk for both.

The state education department

The department of the state where the university is located authenticates the registrar's signature. In many states this is the higher education department; in Delhi, MEA's published list names the Regional Directors of Education. Some universities are linked to MEA's e-Sanad system, in which case the state step may be replaced by online verification. We confirm which applies to your university before anything is submitted.

The Ministry of External Affairs

MEA does not accept documents directly from the public. Applications go through its outsourced collection agencies or, for certain cities, through its Branch Secretariats and Regional Passport Offices. MEA either places an apostille – for a Convention country – or an attestation stamp – for a non-Convention country. MEA states that it does not take responsibility for the contents of the document; it certifies the preceding signature.

The embassy and the foreign ministry

For countries outside the Convention, the destination embassy in New Delhi legalises the document after MEA. In the UAE the embassy and foreign-ministry steps are combined in one online application. In Kuwait and some other countries the final ministry step is completed inside the destination country.

Three-Year LLB, Five-Year Integrated Programmes and LLM: How the Route Differs

QualificationUsually awarded byWhat decides the route
Three-year LLBState, central or deemed universityThe awarding university's state and verification method
Five-year BA LLB / BBA LLB / B.Com LLBUniversity or national law universitySame as above; one integrated qualification
LLM (one or two years)University or national law universityIts own university, which may differ from the LLB's
PhD in lawUniversityIts own university; often needed for academic posts
Diploma or certificate courses in lawUniversity or instituteThe issuer; many are accepted as copies

For integrated programmes, the final award is a single qualification, so there is usually one route rather than two. Where a student studied at one college and the university later changed, the route follows the university named on the final document. Diplomas in subjects such as cyber law, taxation or intellectual property are often short courses; we ask the receiving body whether it needs them legalised before we plan them into the file.

Working With Your University's Verification Desk

The university is often the slowest stage of a law file, for reasons outside anyone's control: examination seasons, record rooms for older batches, and the volume of Bar Council verification requests that universities have been processing since the Supreme Court's 2023 directions. A few habits make this stage smoother:

  • Check your name and enrolment number against the university's records before applying. Discrepancies between the mark sheet and the final award are a common reason for delay.
  • Keep your roll number, year of passing and college name ready. Older records are often filed by year and college.
  • Ask whether the university sends transcripts directly abroad. Many do, but each has its own form and process, separate from legalisation.
  • Plan around holidays and examination results. Desks are busiest when results are published.
  • Keep copies of every application and receipt the university gives you.

We guide you on what the university needs to see for the legalisation route. Requests to the university for transcripts sent directly to a foreign bar or law society are made by you, because the university usually requires the graduate's own application and signature.

Good Standing Letters and Direct-Sending: Practical Tips

Many foreign regulators ask that certain papers travel directly from the issuer to them, without passing through your hands. This protects the regulator from altered documents, and it means legalisation does not help for those papers.

  • Read the exact wording. "Sent directly by the law school" or "in a sealed envelope from the issuing agency" means you cannot send a legalised copy instead.
  • Ask your State Bar Council how it issues good standing letters. Some councils issue them to the advocate; some send them directly on request. Confirm whether the foreign body accepts a letter you hand over.
  • Check how recent the letter must be. Regulators often want a letter dated within a set period before the application; plan its timing last.
  • Keep the legalised file separate. The apostilled or attested qualification is usually for an employer, a visa or a university, not for the regulator that wants direct documents.
  • Track both streams. A simple list of what goes direct and what goes through the legalisation chain avoids sending the same thing twice.

Other Common-Law Destinations

Lawyers also look at the United Kingdom, Australia, Ireland, Singapore and other common-law countries. Each has its own regulator and its own qualification route, and these routes change from time to time. We do not interpret those rules – please read the regulator's current guidance or speak to a lawyer qualified there. What we can tell you is how the Indian side works: if a body in a Convention country asks for an apostille on your law qualification, the route is the state step and MEA; if it asks for transcripts or letters directly from your law school or bar council, legalisation is not the answer for those papers. Singapore and the United Kingdom are Convention parties, so an MEA apostille is the form of Indian legalisation they recognise when one is requested.

Related Verification Guides:

Translations for Law Qualifications

Most Indian law qualifications are issued in English, which suits most destinations. Where a qualification or mark sheet is partly in Hindi or a regional language, a translation may be needed. The New York Board of Law Examiners asks that documents not in English come with a translation by a certified translator, and Canada's NCA accepts documents in English or French with translations where needed. For Gulf countries, an Arabic translation may be asked for after legalisation. We confirm the receiving body's translation rules before arranging one, because a translation done at the wrong stage may have to be repeated.

Planning Around Bar Examinations, Joining Dates and Visa Deadlines

Law files often carry two clocks: the legalisation chain and the regulator's application window. A foreign bar application may close months before the examination, while a job may need legalised papers before the visa can be filed. We suggest working backwards:

  1. 1Note the regulator's deadline and the employer's or visa deadline.
  2. 2Request direct transcripts and good standing letters early, because they are outside our control.
  3. 3Start the legalisation chain for the qualifications the employer or visa needs.
  4. 4Leave room for a university that is slow to verify older records.
  5. 5Keep scanned copies of everything sent, with dates.

We do not promise fixed days, but a clear plan makes it far less likely that one stream holds up the other.

Confidentiality for Practising Lawyers

Lawyers often prefer that a job move abroad stays private until it is confirmed. We share your documents only with the official stages that need them, we do not contact your firm, chamber or clients, and we do not publish your name or file details. Copies are kept only as long as needed for your file.

How the LLB Degree Attestation Process Works With Us

  1. 1Route check. You send scans of your degrees and tell us the destination and purpose – job, bar admission, study or visa.
  2. 2Requirement check. We help you separate what needs legalisation from what must be sent directly by your law school or bar council.
  3. 3Document review. We check names against your passport and the condition of each original.
  4. 4University verification, if needed. Some states ask the university to confirm first.
  5. 5State education department. Each degree goes to the state of its awarding university, or through e-Sanad.
  6. 6MEA. The degree receives an MEA apostille or attestation through MEA's authorised collection channel.
  7. 7Embassy and foreign ministry. For the UAE, the online process; for Qatar and Kuwait, their embassies.
  8. 8Return. Your degree comes back with a note of every stamp.

Three Typical Situations

These are illustrative examples based on common requests; names are changed and details simplified.

An advocate joining a company in Dubai

Rohan is enrolled with his State Bar Council and has an in-house counsel offer in Dubai. His LLB goes through the state step for his university, then MEA attestation and the UAE online Embassy and MOFA application. His employer also asks for his enrolment certificate, so we confirm its route separately.

An LLM graduate preparing for the New York bar

Aisha has an LLB from one university and an LLM from another. She plans to apply to sit the New York bar. We explain that the Board of Law Examiners wants transcripts sent directly by each law school, not apostilled copies. She asks both universities to send transcripts, and we apostille her degrees only because a US employer separately asks for them.

A lawyer moving to Canada

Vikram is applying to the National Committee on Accreditation. His law school sends official transcripts directly, and his State Bar Council issues a good standing letter. He also needs his degree apostilled for an immigration-related purpose, which we handle through the state step and MEA.

Common Mistakes With Law Degree Files

  • Apostilling transcripts for New York or Canada. They usually want transcripts direct from the law school.
  • Confusing Bar Council verification with legalisation. They are separate processes.
  • Getting an apostille for the UAE, Qatar or Kuwait. They need attestation.
  • Attesting for Saudi Arabia through the embassy. It accepts the apostille.
  • Going to the state where you practise. The awarding university's state decides.
  • Using SDM or a notary for the degree. Neither is part of the degree route.
  • Forgetting the LLM's separate route. It follows its own university.
  • Laminating degrees. The UAE does not attest laminated documents.

Special Cases

Five-year integrated degrees

BA LLB, BBA LLB and similar degrees follow the awarding university's route like any LLB.

National law universities

Their route depends on the university and whether it verifies through e-Sanad; we confirm per file.

Degrees from universities that have changed name

The route follows the university named on your degree. Older records can take longer to verify.

Name differences

A spelling difference or a name changed after marriage needs supporting documents.

Degrees needed for two countries

An apostille and attestation can both be placed on one original, applied for separately.

Foreign LLMs

An LLM from a university abroad follows that country's route, not India's.

What a Law Degree Apostille Does Not Do

  • It does not qualify you to practise law abroad.
  • It does not replace bar examinations, assessments or good standing letters.
  • It does not verify your enrolment in India.
  • It does not certify your marks.
  • It does not guarantee a visa, admission or job.

We do not give legal advice. For questions about qualifying or practising as a lawyer abroad, please speak to the relevant regulator or a lawyer in that country.

Questions to Ask the Receiving Body

  • Do you need legalised degrees, or transcripts sent directly by my law school?
  • Do you need a good standing letter, and must it come directly from my bar council?
  • Apostille or attestation – and is your list current?
  • Do you need my LLM as well as my LLB?
  • Is there a deadline we should plan around?

Safe Handling of Your Originals

We record each original when it reaches us, keep it in our office between stages, and return it by tracked courier or in person. Your details are shared only with the official stages that need them.

When Your Degree Comes Back: What to Check

  • The state education department's stamp or e-Sanad record.
  • MEA's apostille or attestation.
  • The embassy's legalisation and, for the UAE, the emailed attestation and its reference number.
  • That your name and degree title are correct throughout.

Documents and Details to Keep Ready

  • Original LLB and LLM degrees, unlaminated.
  • Mark sheets, if asked for.
  • A copy of your passport.
  • Enrolment certificate, if relevant.
  • The destination, purpose and the receiving body's written instructions.

Pre-Submission Checklist

  • What needs legalisation vs direct sending is clear.
  • Apostille or attestation decided.
  • Each degree's awarding state identified, or e-Sanad confirmed.
  • Originals not laminated or damaged.
  • Names match passports.

FAQ

Frequently Asked Questions on LLB & LLM Degree Apostille & Attestation

What is a law degree apostille?

MEA's apostille on an Indian LLB or LLM, after the state step, for Convention countries.

What is LLB degree attestation?

The non-Convention route: state step, MEA attestation and the embassy.

Can I get an LLB degree certificate apostille for Saudi Arabia?

Yes. Saudi Arabia accepts the MEA apostille.

Is an LLM certificate apostille in India different from an LLB?

No, but the LLM follows its own university's route.

What is the advocate degree verification process?

Bar Council verification under the BCI's 2015 rules, through State Bar Councils and universities. It is separate from legalisation.

Does Bar Council verification replace an apostille?

No. Bar Council verification confirms your qualification for enrolment in India; an apostille or attestation makes the document acceptable abroad. You may need both.

Does the New York bar need an apostille?

Its published rules ask for transcripts sent directly by the law school, not apostilled copies.

Does Canada's NCA need an apostille?

Its application page asks for transcripts sent directly by the law school and does not mention apostille.

Is lawyer degree attestation for abroad jobs in the UAE needed?

Usually yes. After MEA, the UAE online process covers the Embassy and MOFA.

Can my enrolment certificate be legalised?

Often yes. It is issued by your State Bar Council, so its route differs from a university qualification and is confirmed per file before you send the original.

Which state attests my law degree?

The state where the awarding university is located.

Can MEA apostille a photocopy?

No. MEA does not legalise photocopies, so the original qualification is needed for every stage.

Is SDM or a notary needed for my degree?

No. Neither is part of the route for a university qualification; the state education department and MEA are the official stages.

Do you give legal advice about practising abroad?

No. Please speak to the regulator or a lawyer in that country.

How long does a law degree apostille take?

It depends on the university and destination. We share an estimated timeline after reviewing your documents.

What do your law degree apostille services cost?

It depends on the documents and route. Our team shares the exact total after reviewing your documents.

Comprehensive Guidance & FAQ

Law Degree Apostille and LLB Degree Attestation for Lawyers Going Abroad

Reliable Attestation helps advocates, law graduates and LLM holders prepare their legal qualifications for work, study and professional moves abroad. A law degree apostille is the Ministry of External Affairs certificate placed on an Indian LLB or LLM after the education department of the awarding university's state has authenticated it, and it is the final Indian step for Apostille Convention countries such as Saudi Arabia, Oman, Bahrain, the United Kingdom and Singapore. For the UAE, Qatar, Kuwait and other non-Convention countries, LLB degree attestation is needed instead: the state step, MEA attestation, the destination embassy and, in the Gulf, its foreign ministry.

An LLB degree certificate apostille follows the awarding university's route, and five-year integrated programmes such as BA LLB follow the same path as a single qualification. LLM certificate apostille India-wide works the same way, but the LLM follows its own university, which may be in a different state from your LLB. Some universities verify through e-Sanad, which can replace the paper state step. We check each qualification's awarding university and state before any original leaves your hands, so the file is planned once and correctly.

Lawyers face one question that other graduates do not: the bodies that matter most abroad often do not want an apostille. The New York State Board of Law Examiners asks for official transcripts sent directly by every law school attended and does not consider notarised photocopies, and Canada's National Committee on Accreditation accepts only transcripts sent directly by the law school, along with a good standing letter from your bar council. We help you separate the papers that need legalisation from the papers that must travel directly, so nothing is done twice.

The advocate degree verification process is also separate. Under the Bar Council of India's 2015 verification rules, State Bar Councils ask universities to confirm advocates' qualifications, and in 2023 the Supreme Court directed universities to verify degrees and asked that requests be processed without undue delay. Bar Council verification and legalisation do not replace each other. Lawyer degree attestation for abroad employment in law firms, companies and legal consultancies follows the destination's chain, and an enrolment certificate or experience letter may need its own route.

We are a private facilitation service, not a university, bar council, state department, MEA or embassy, and we do not give legal advice about practising abroad. We work from one office in New Delhi and serve clients across India by pickup or courier. MEA does not legalise photocopies, and the UAE does not attest laminated documents. We do not promise fixed days; we share an honest estimate after reviewing your documents. The total depends on the documents, the universities and the destination, and our team shares the exact total after reviewing your documents.
